Initiated across various sectors, from telecommunications to education, transport, healthcare, and other public institutions, alongside some private entities, the verify.gov.kh document verification platform is making significant strides towards Cambodia’s Digital Government 2035 vision. This advancement comes more than three years after its official launch.
Developed by the Ministry of Post and Telecommunications (MPTC) and the Digital Government Committee, the platform is currently utilized across 24 ministries, as well as numerous universities and educational institutes nationwide. It has processed over 10 million documents, which are verified for authenticity by scanning a standard QR Code.
The verify.gov.kh platform was officially launched by the government on March 3, 2023. Its primary objectives include combating document forgery, streamlining usage, enhancing the accuracy of document verification, fostering trust, saving time, reducing costs, and accelerating digital transformation across Cambodia.
Document verification on verify.gov.kh is executed through the integration of a standard QR Code, leveraging highly secure Blockchain technology on each document. A key benefit of this system is that documents embedded with this standard QR Code do not require legalization of photocopies, eliminating the need for traditional paper-based notarization.
His Excellency Chea Vandeth, Minister of Post and Telecommunications, emphasized that these achievements not only facilitate a shift from paper-based to digital document usage but also establish a robust digital trust network in Cambodia. Public documents embedded with the standard QR Code have effectively become digital assets, capable of being stored in a digital wallet within the verify system and used officially and widely in digital format.
According to the Minister, the verify.gov.kh platform has undergone continuous enhancements to maximize its potential. It now incorporates Artificial Intelligence (AI) technology and biometric capabilities, boasting adaptability and strong cybersecurity resilience. The platform has not only gained recognition and widespread use domestically but has also been acknowledged globally as the 4th Digital Public Infrastructure (DPI). It has garnered international praise and is being shared with several other countries, having won a series of international awards.
Most recently, on June 25, the verify.gov.kh platform won the “United Nations Public Service Award 2026” from the United Nations in Tbilisi, Georgia. It was recognized in the category of “Transparent and Accountable Public Institutions for Achieving Sustainable Development Goals.” This marks the third international award for verify.gov.kh. Previously, it secured a Gold Award at the ASEAN Digital Awards 2024 for the best digital solution in public service delivery in ASEAN and a Silver Medal in the “Global Digital Services Awards” competition held during the World Summit on the Information Society (WSIS)+20 Forum High-Level Event 2024 in Geneva, Switzerland.
During a workshop on “Cooperation in Implementing the verify.gov.kh Document Verification Platform in Phnom Penh” on August 17, His Excellency Chea Vandeth stated, “Currently, 24 out of 26 ministries, along with universities and educational institutions across the country, are utilizing this platform. This includes 100% of public universities and 70% of private institutions. To date, nearly 10 million documents have been embedded with standard QR Codes for verification through verify.gov.kh.”
The Ministry of Education, Youth and Sport was the first institution to sign a Memorandum of Understanding (MoU) with the Ministry of Post and Telecommunications for the use of verify.gov.kh. Her Excellency Kim Sethany, Permanent Secretary of State at the Ministry of Education, highlighted that through verify.gov.kh, over 418,000 students who passed their high school diploma exams (between 2022-2025) have received certificates equipped with highly secure and accurate Standard QR Codes.
She further affirmed, “Technology is the bridge, and trust is the foundation. The implementation of verify.gov.kh is not merely an administrative reform; it is a crucial step towards creating an inclusive and equitable digital education system. It is providing equal opportunities to all Cambodian youth, whether in urban or remote areas, to access valuable, convenient, and highly secure official documents.”
The verify.gov.kh platform has also integrated standard QR Codes onto essential documents issued by the Ministry of Health. According to Mr. Meng Vannarom, Undersecretary of State at the Ministry of Health, approximately 8,000 QR Codes have been placed on medical licenses issued by the Cambodian Medical Council to combat the forgery of these critical documents.
Additionally, the Ministry of Health has utilized verify.gov.kh to embed standard QR Codes on degrees issued by the University of Health Sciences, aiming to ensure robust authenticity, completely eliminate counterfeiting, and enhance public trust in Cambodia’s healthcare system. Mr. Meng Vannarom asserted, “Digital transformation in the health sector aims to ensure the provision of quality, safe, transparent, efficient, and equitable healthcare services.”
Concurrently, the Ministry of Public Works and Transport has employed the platform to verify various documents, including vehicle and vessel identification cards, all types of driving licenses, technical inspection certificates for all vehicle types, and other permits and licenses. Mr. Nim Sothea, Undersecretary of State at the Ministry of Public Works, noted that teams from both ministries have pushed data for 1,749,882 valid vehicle driving licenses and 98,562 valid road transport business licenses into the blockchain database of the verify.gov.kh platform. The Ministry of Public Works and Transport’s driving license management system and its license and permit management system are continuously pushing data to verify.gov.kh.
Mr. Nim Sothea further explained that joint teams from both ministries have developed automated interfaces and procedures for requesting and issuing digital driving licenses from the core driving license database to Personal Wallets on the DG SuperApp, which was officially launched on May 13, 2026. In related efforts, working groups from the Ministry of Public Works and Transport, the Ministry of Post and Telecommunications, and the General Commissariat of National Police are collaborating to integrate additional features into the police’s Mobile App for points deduction and penalties, the DG Super App, and the driving license management system.
The verify.gov.kh document verification platform has transformed traditional work models into digital formats for verifying the authenticity of official documents, preventing fraud, and promoting digital transformation through the use of QR Codes. Critically, this platform offers ease of use and verification accuracy, builds trust, saves time, reduces various costs, and drives digital transformation in line with international best practices.
Cambodia’s Digital Government Policy 2022-2035 was approved by the government and put into effect on January 28, 2022. The development of this digital government is founded on utilizing digital infrastructure and technology as an ecosystem to modernize governance systems and implement transparent and trustworthy reforms, ultimately fostering an inclusive digital economy and society.
