Cambodia Unveils National Strategy to Elevate MSMEs, Citing Over 44,000 Registered Businesses

Phnom Penh, Cambodia – The Royal Government of Cambodia officially launched its National Strategy on Micro, Small and Medium Enterprise (MSME) Development for 2026-2030 on October 22nd. This crucial five-year national plan comes at a time when the number of registered enterprises and craft establishments in the Kingdom has surpassed 44,000 by September of this year.

MSMEs are recognized as pivotal drivers for creating employment opportunities, boosting income levels, stimulating local production and services, and ultimately contributing to sustainable and inclusive economic growth. According to H.E. Hem Vanndy, the Minister of Industry, Science, Technology, and Innovation, the more than 44,000 enterprises and crafts registered with his ministry by September collectively provide close to 500,000 jobs. This figure emphatically underscores the significant scale and importance of these businesses to Cambodia’s economic activities and the livelihoods of its citizens.

However, the nation’s subsequent challenge extends beyond merely increasing the quantity of enterprises. Prime Minister Samdech Hun Manet emphasized the necessity to transform these businesses. “The focus must be on making these enterprises more productive, qualitative, and standardized, enabling them to better adopt technology and connect with larger factory markets and high value-added supply chains,” the Prime Minister stated. He expressed optimism that the National Strategy on MSME Development for 2026-2030 will propel MSMEs to become the fundamental bedrock and a robust driving force of national economic growth, ushering in social progress and prosperity for Cambodia.

As Cambodia continues its efforts to diversify its economy, enhance productivity, and prepare for its graduation from Least Developed Country (LDC) status by the end of 2029, strengthening the capacity and competitiveness of its MSMEs is an indispensable endeavor. To realize this overarching vision, the national strategy is meticulously structured around four strategic pillars:

1. Improving the business environment and legal regulations.
2. Enhancing production and service capabilities, alongside fostering the adoption of technology and innovation.
3. Increasing competitiveness within both national and international markets.
4. Developing essential supporting infrastructure, encompassing both tangible (hard) and intangible (soft) components.

The government affirms that this strategy will serve as a precise roadmap, laying a strong foundation for enterprises to develop with resilience and sustainability. It aims to bolster production capacity to meet domestic demand, thereby reducing reliance on imports, and strengthening the integration of Cambodian MSMEs into regional and global value chains. The strategy adopts a “light approach,” intentionally avoiding an overly broad and all-encompassing framework, a lesson learned from past experiences. Instead, it sharply focuses on key, interconnected priorities that span across various ministries and institutions.

This strategy is guided by three primary objectives:

1. To disseminate the vision, goals, strategic directions, and critical priorities that will guide MSME development over the forthcoming five-year period.
2. To publicize the legal framework and supporting measures, including specific sub-decrees and vital mechanisms established by the Royal Government to facilitate enterprise formalization, growth, productivity enhancement, increased competitiveness, and improved market and value chain connectivity.
3. To foster collective commitment and shared responsibility among all stakeholders involved in implementing the strategy. This includes aligning policies, action plans, resources, and support from ministries, institutions, the private sector, business associations, and development partners with national priorities, ensuring coordinated efforts. This approach is designed to translate the strategy into concrete actions with clear accountability and measurable outcomes.

The critical role of MSMEs as the backbone of Cambodia’s economy and the cornerstone of its private sector development is further highlighted by the Cambodia Economic Census 2022. The census reported approximately 753,670 total business establishments and enterprises across the nation, of which 60,503 are classified as small and medium enterprises. MSMEs collectively provide employment for approximately 2.98 million people, with women accounting for over 1.84 million of these positions, representing more than 60 percent of the total MSME workforce. Furthermore, MSMEs are estimated to contribute around 63 percent to the nation’s Gross Domestic Product (GDP) and account for over 70 percent of non-agricultural employment.
