Phnom Penh: The Ministry of Public Works and Transport (MPWT) has been allocated a substantial budget of 774.089 billion Riel (approximately $188.8 million USD) from the government for the implementation of various programs and sub-programs throughout 2026. Of this total, a significant portion, amounting to 583.3589 billion Riel (approximately $142.28 million USD), is specifically designated for the development, repair, maintenance, and management of public works structures and critical road infrastructure. These detailed expenditure plans are outlined in the 2026 National Budget Summary Book, which was recently issued by the Ministry of Economy and Finance.
The 2026 National Budget Summary Book provides an in-depth look at the Ministry of Public Works and Transport’s annual expenditure plan, totaling nearly $190 million USD, which is distributed across three key programs:
**Program 1: Development and Management of Public Works Structures and Wastewater Systems**
This foundational program carries the largest allocated budget, totaling 618.933 billion Riel (approximately $150 million USD). A substantial portion within this program, specifically 583.3589 billion Riel ($142.28 million USD), is dedicated to the development, repair, maintenance, and overall management of public works constructions and the nation’s road infrastructure. Additionally, over $1 million USD is earmarked for managing regulations and technical standards related to public works and transport infrastructure. For the development, repair, maintenance, and management of wastewater systems and urban sanitation, the government has prepared an expenditure of 1.6655 billion Riel (approximately $400,000 USD). Meanwhile, nearly $60,000 USD is allocated for the development, repair, maintenance, and management of railway infrastructure and concessions.
Concurrently, 5.8812 billion Riel (approximately $1.4 million USD) is provisioned for the Ministry to implement sub-programs supporting the monitoring of overweight transport vehicles. Furthermore, 22.5739 billion Riel (approximately $5.51 million USD) is allocated to support provincial and capital administrations in various areas, including public works, road infrastructure, railways, and wastewater systems.
**Program 2: Enhancing Services and Developing Transport and Logistics Infrastructure**
The second program focuses on elevating services and advancing transport and logistics infrastructure, with a total government expenditure package of 26.2758 billion Riel (approximately $6 million USD). This includes 6.0713 billion Riel (approximately $1.48 million USD) slated for coordinating and managing road transport development. Another 5.4346 billion Riel ($1.33 million USD) is designated for the development, repair, maintenance, and management of waterways, maritime infrastructure, and ports. The sub-program for developing multimodal transport connectivity and logistics receives 3.3065 billion Riel (approximately $800,000 USD). Additionally, 11.4634 billion Riel (approximately $2.80 million USD) will support provincial and capital administrations in transport services, waterways, maritime transport infrastructure, ports, and logistics.
**Program 3: Institutional Management and General Support Services**
The third program for the Ministry of Public Works and Transport, focusing on institutional management and general support services, has an annual expenditure of 98.8802 billion Riel (approximately $24 million USD) for 2026. This includes 61.1644 billion Riel (approximately $15 million USD) for the sub-program covering coordination and management of administrative affairs, finance, human resources, legal matters, international cooperation, auditing, and procurement. Another 2.6208 billion Riel (approximately $600,000 USD) is allocated for planning, policy development, and monitoring and evaluation activities. The strengthening of inspection mechanisms will receive 243.7 million Riel (approximately $60,000 USD).
The government has also prepared 1.9305 billion Riel (approximately $400,000 USD) for human resource development within the public works and transport sector. For the development, maintenance, and management of information technology systems, automation, and public relations, 3.631 billion Riel (approximately $880,000 USD) is allocated. Finally, 29.2857 billion Riel (approximately $7 million USD) will support provincial and capital administrations in institutional management and general administrative affairs of the Ministry of Public Works and Transport.
